    On amending the Procedure for the use of funds provided for in the state budget for the implementation of public investment projects in the healthcare sector

    1. **Procurement Procedure:** A strict algorithm has been established for forensic medical institutions: applications must be submitted via the “MedData” system; confirmation of the availability of premises and human resource capacity for operating the new equipment is mandatory.
    2. **Quality Control:** The Ministry of Health performs centralized approval of medical-technical requirements through expert groups, which minimizes the risks of procuring non-compliant equipment.
    3. **Strategic Criteria:** When determining facilities for reconstruction, the Ministry of Health takes into account not only the technical condition of the buildings but also the strategic importance of the region under martial law, specifically the involvement of institutions in activities related to the repatriation and identification of bodies.
    4. **Financial Discipline:** Clear timeframes have been established (up to 10 working days for the review of requirements and 30 days for issuing an order on the distribution of equipment), which optimizes administrative processes.
