This resolution introduces amendments to the previous resolution of the Cabinet of Ministers of Ukraine, which regulates the specifics of determining the cost of construction under martial law. The changes apply not only to new construction, reconstruction, and capital repairs but also to routine medium repairs, routine repairs, and operational maintenance of public roads.
Structurally, the resolution consists of amendments to the title and clauses of the previous resolution No. 1512 dated November 19, 2025. The main changes concern the procedure for analyzing prices for material resources, the functioning of the database of prices in construction, the determination of the amount of estimated salary and the procedure for its compensation, as well as the uploading of information to the Unified State Electronic System in the field of construction.
The most important provisions are:
* Detailed procedure for analyzing prices for material resources, taking into account data from manufacturers, importers, and information from other sources.
* Implementation and functioning of the database of prices for construction products in the Unified State Electronic System in the field of construction.
* Determination of the amount of the estimated salary, which is taken into account when drawing up investor’s estimate documentation, and the procedure for its adjustment.
* Requirements for uploading acceptance certificates of completed construction works and the contract price to the electronic system.
