The Decision of the National Security and Defense Council of Ukraine (NSDC) of July 27, 2025, enacted by the Decree of the President of Ukraine, concerns the application of personal special economic and other restrictive measures (sanctions) against individuals and legal entities. The decision is supported based on proposals from the Security Service of Ukraine (SBU) and implemented by the Cabinet of Ministers of Ukraine in conjunction with the SBU, the National Bank of Ukraine, and the Commission on State Awards and Heraldry. The Ministry of Foreign Affairs of Ukraine is to inform international bodies about the application of sanctions and initiate similar measures on their part.
The structure of the decision includes the main body, where the NSDC resolves to apply sanctions, and two annexes: a list of individuals to whom sanctions are applied (Annex 1), and a list of legal entities to whom sanctions are applied (Annex 2).
The most important aspect for the use of this decision is the content of Annexes 1 and 2, as they specifically identify the individuals and companies against whom restrictive measures are being imposed. Also important is paragraph 3, which defines the bodies responsible for the implementation and monitoring of the effectiveness of the sanctions.
