Resolution of the Cabinet of Ministers of Ukraine on Amendments to the Regulations on Customs Declarations

Amendments are made to the regulations on customs declarations to adapt to the Customs Code of Ukraine and EU practice. The declarant or their direct customs representative must sign documents to the customs authorities. Restrictions are introduced on the use of periodic customs declarations for exports within tariff quotas. Also, the procedures for amending a customs declaration by an indirect customs representative are clarified.

Order of the Cabinet of Ministers of Ukraine on the Distribution of Additional Subvention to Local Budgets

The distribution of additional subvention to local budgets for the support of local self-government bodies in the territories affected by Russian aggression is determined. Specific amounts are allocated to each local budget for the first quarter of 2025. The Ministry of Finance of Ukraine makes changes to the schedule of the state budget.

Order of the Cabinet of Ministers of Ukraine on the Distribution of Subvention for the “Active Parks” Project

The distribution of subvention from the state budget among local budgets for 2025 for financing measures within the framework of the project “Active Parks – Locations of a Healthy Ukraine” is approved. The allocated amounts have a specific purpose – the implementation of a social project.

Resolution of the Cabinet of Ministers of Ukraine No. 427 on Licensing of Educational Activities in the Field of Higher Education

Educational activities at the level of higher education and educational programs that provide for the assignment of a professional qualification now require a license. Higher education institutions must obtain an appropriate license for legal operation.

Resolution of the Cabinet of Ministers of Ukraine on Inspections of Educational Institutions During Martial Law

Restrictions on inspections do not apply to the field of education. Scheduled and unscheduled inspections of educational institutions during martial law are permitted, so institutions must be prepared for them.

The Model Statute of a state unitary enterprise, which defines the activities and organization of such enterprises, has been approved. Heads of state unitary enterprises should use this statute as a basis for developing their own.

The conditions are their implementation within the framework of scheduled preventive maintenance, as well as compliance with nuclear and radiation safety requirements.

Resolution of the Cabinet of Ministers of Ukraine No. 412 on the Allocation of Funds for Infrastructure Reconstruction

More than 1.2 billion hryvnias have been allocated for the construction and reconstruction of infrastructure, residential, and public facilities. The State Agency for Reconstruction and Development of Infrastructure is the main manager of funds.

Amendments have been made to the Law “On Road Transport” to improve the regulation of the market for passenger and freight transportation services by road. Requirements for licensing and the creation of a Unified Complex of Information Systems in the field of safety on land transport have been introduced.

Law of Ukraine “On Hops and Hop Products”

The law regulates relations in the field of cultivation, processing, production, and sale of hops and hop products in Ukraine. It defines the requirements for certification, import, and quality control of hops and hop products.

Law of Ukraine on Simplifying the Procedure for Bringing to Responsibility for Violations of Military Registration

Amendments have been made to the Code of Ukraine on Administrative Offenses to simplify the procedure for bringing to responsibility for violations of military registration rules. Cases may be considered without the presence of the person if they admit their guilt and pay a reduced fine. The powers of the Foreign Intelligence Service of Ukraine in considering such cases have been expanded.

Amendments have been made to the Order of the Ministry of Education and Science of Ukraine No. 255.

The Ministry of Education has made changes to the text of the Regulation on the Appeals Chamber, regarding grammatical and punctuation errors.

Amendments have been made to the Order of the Ministry of Health No. 257

The Order of the Ministry of Health is an editing for the согласование (harmonization/alignment) and correct application of previous amendments to the Regulation.

Changes to the Regulation on the Functional Subsystem for Ensuring Sanitary and Epidemiological Welfare of the Population of the Unified State System of Civil Protection

The order makes changes to the existing Regulation to adapt to the conditions of martial law, responding to emergency situations, including the pandemic.

The Ministry of Social Policy of Ukraine has canceled the order that approved the standards for the provision of social support services to the population.

Cancellation of the Resolution of the Pension Fund of Ukraine and the Order of the Ministry of Social Policy

The Board of the Pension Fund of Ukraine and the Ministry of Social Policy of Ukraine have canceled resolutions and orders that regulated the procedure for conducting an experiment on the transfer of lists for crediting pensions in electronic form using the technologies of the National Bank of Ukraine.

Ministry of Internal Affairs of Ukraine on Amendments to the List of Healthcare Institutions of the Ministry of Internal Affairs

The order makes changes to the list of healthcare institutions that belong to the sphere of management of the Ministry of Internal Affairs of Ukraine. The new version specifies the names and types of institutions that are part of the healthcare system of the Ministry of Internal Affairs.
