Resolution of the Cabinet of Ministers of Ukraine on the Reorganization of the Institute of Public Administration and Scientific Research in Civil Protection
The Cabinet of Ministers of Ukraine has adopted a resolution on the reorganization of the Institute of Public Administration and Scientific Research in Civil Protection by merging it with the National University of Civil Protection of Ukraine. Students will continue their studies in their chosen specialties at the new institution. Changes have also been made to the Procedure for Training Specialists in Civil Protection matters.
Resolution of the Cabinet of Ministers of Ukraine on the Disposal of Missiles, Ammunition, and Explosive Substances
The resolution amends the Procedure for the Disposal of Missiles, Ammunition, and Explosive Substances, clarifying the disposal procedure and defining new terms such as “mobile disposal complex.” Funding sources have been increased, including international investments, and military units are now permitted to conduct disposals.
Rules for Anti-Terrorism Security
The Rules for Anti-Terrorism Security have been approved, defining mechanisms and requirements for ensuring the security of real estate objects. The rules regulate the identification of potential terrorism targets and the responsibilities of authorities and individuals regarding the protection of such objects. An obligation to compile an anti-terrorism security passport for these objects has been introduced.
Termination of International Treaties (Ministry of Justice of Ukraine)
The Ministry of Justice of Ukraine has published information about the termination of two international treaties. The first treaty with the Russian Federation will terminate on January 2, 2025, while the second, concerning the investigation of industrial accidents, will conclude on January 10, 2025.
Changes to the Provision of Administrative Services (Cabinet of Ministers of Ukraine)
The resolution amends the regulation of administrative service provision, clarifying provisions regarding the state registration of changes to information about legal entities. A specific requirement has also been excluded.
Inclusion of Cultural Heritage Objects in the Register (Cabinet of Ministers of Ukraine)

On the Accounting Price of Banking Metals
The National Bank of Ukraine has published the accounting prices for banking metals as of October 14, 2024. Specifically, the price of gold is 108,906.86 UAH per troy ounce, silver – 1,285.58 UAH, platinum – 40,196.03 UAH, and palladium – 44,469.40 UAH. It is important to note that these prices do not obligate the NBU to buy or sell these metals at the stated prices.
On the Official Exchange Rate of the Hryvnia Against Foreign Currencies
On October 14, 2024, the National Bank of Ukraine published the official exchange rate of the hryvnia against foreign currencies. The rate for 1 US dollar is 41.1891 UAH, for the euro – 45.0238 UAH, and for the British pound – 53.7909 UAH. This rate is determined for accounting and operations of the NBU with the State Treasury Service of Ukraine.
On Amendments to the Composition of the Commission for the Transformation of the State Enterprise “Guaranteed Buyer”
The Cabinet of Ministers of Ukraine’s order dated October 11, 2024, No. 985-r, makes changes to the composition of the commission for the transformation of the state enterprise “Guaranteed Buyer.” According to the document, Deputy Minister of Energy Mykola Kolісnik is added to the commission, while Svitlana Hrynchuk is excluded. This decision is part of the process of transforming the enterprise into a joint-stock company, 100% of shares of which are owned by the state.
