The essence of the resolution is to establish criteria for identifying banks that are important for the Ukrainian economy. The document defines three main criteria: the bank’s systemic importance, share in total loans and deposits (over 4%), and share in guaranteed individual deposits (over 4%). Compliance with at least one criterion is sufficient to recognize a bank as important.
The structure of the resolution includes:
1. The main part with criteria for identifying important banks
2. An appendix with a detailed procedure for calculating indicators
3. Provisions for annual recalculation of indicators by July 1
4. Exclusion of state-owned banks (with state share over 75%) and insolvent banks from calculations
Key provisions for practical application:
– Calculations are made based on bank reporting as of January 1
– Detailed groups of accounts for calculating loans and deposits are defined
– Interbank transactions are not taken into account when calculating indicators
– Calculations use statistical reporting form 02X and reporting to the Deposit Guarantee Fund
– The first calculation in 2025 will be based on data as of January 1, 2024
