On Amendments to the List of Territorial Communities by Risk Level in the Education System

Essence of the Law:
The Order of the Ministry of Education and Science approves a new list of territorial communities in Ukraine according to the level of safety risk in the education system. Communities are divided into 5 risk levels – from insurmountable to satisfactory. This is done to organize the educational process taking into account the security situation in each community.

Structure:
1. Preamble with reference to the regulatory framework
2. Main part with 5 sections containing lists of communities by risk levels:
– I. Insurmountable level (occupied territories and front-line communities)
– II. Very high level
– III. High level
– IV. Moderate level
– V. Satisfactory level
3. Each section contains a list of communities by regions with unique codes

Main Provisions:
– The highest risk level is for communities in the Autonomous Republic of Crimea, Sevastopol, and occupied territories
– Very high and high levels are mainly communities in front-line regions
– Moderate and satisfactory levels are communities in central and western Ukraine
– Each community has a unique code and administrative affiliation
– The risk level determines the possibility and format of organizing the educational process

– This act directly affects the organization of the educational process under martial law and is critically important for children’s safety.
