The National Security and Defense Council of Ukraine (NSDC) has made a decision to impose personal special economic and other restrictive measures (sanctions) in accordance with Article 5 of the Law of Ukraine “On Sanctions.” This decision is enacted by the Decree of the President of Ukraine dated October 5, 2024, No. 692/2024.

Main Provisions of the Decision:

  1. Support for the Proposals of the Cabinet of Ministers of Ukraine: The NSDC supported the proposals submitted by the government regarding the imposition of sanctions. This indicates a consolidated position of the executive branch on matters of national security.
  2. Imposition of Sanctions on Certain Individuals:

    • Natural Persons: Sanctions are applied to citizens listed in Appendix 1 to the decision. These individuals are subject to restrictions aimed at limiting their economic and other activities in Ukraine.
    • Legal Entities: Sanctions extend to companies and organizations specified in Appendix 2. This may include the freezing of assets, restrictions on financial transactions, and other measures aimed at protecting national interests.
  3. Implementation and Monitoring of Sanctions: The Cabinet of Ministers of Ukraine, together with the Security Service of Ukraine and the National Bank of Ukraine, is tasked with ensuring the enforcement of sanctions and conducting ongoing monitoring of their effectiveness. This includes oversight of compliance with restrictive measures and assessment of their impact.
  4. International Cooperation: The Ministry of Foreign Affairs of Ukraine must inform the competent authorities of the European Union, the United States of America, and other states about the sanctions imposed. It is also envisaged to raise the issue of introducing similar restrictive measures by these countries, which will contribute to increasing international pressure on the individuals and organizations subject to sanctions.

This decision is aimed at safeguarding the national security of Ukraine by preventing threats that may arise from certain natural and legal persons. The imposition of sanctions is one of the mechanisms to influence entities that may engage in activities contrary to the interests of the state.
