Essence of the Act:
The document amends the provisions of the Coordination Headquarters for Population Evacuation, expanding its powers and changing its name to the “Coordination Headquarters for Evacuation Measures and Effective Response to Mass Population Displacement”. The leadership of the headquarters is changing – now it is headed by the Vice Prime Minister for Recovery of Ukraine instead of the Minister of Reintegration. The functions of the headquarters regarding the coordination of mass population movement are significantly expanded.
Structure and Main Changes:
1. Change of name and composition of the Coordination Headquarters
2. Update of the headquarters’ regulations
3. Expansion of powers and functions
4. Change of subordination from the Ministry of Reintegration to the Ministry of Development
Key Provisions:
– The headquarters becomes responsible not only for mandatory evacuation but also for coordinating any mass population movement
– New functions added for informing the population about gathering places, evacuation routes, assistance points
– Expanded powers for coordinating transportation support for evacuation
– Representative of the General Staff of the Armed Forces of Ukraine added to the headquarters’ composition
– Creation of a network of mobile support points during evacuation is envisaged
– Mechanisms for returning evacuated persons and their integration into new communities are added
