Key Changes in Legislation:

Regarding the Construction Sector: Procedures have been simplified through digitalization – automated document analysis has been introduced, a declaration monitoring system has been implemented, and the procedure for document confirmation and address assignment to construction objects through the Administrative Service Center has been simplified.
In the Energy Sector: Comprehensive changes have been made regarding grid connection, power reservation for wind energy has been introduced, new information disclosure requirements for operators have been established, and issues of energy storage and market operations during martial law have been regulated.
Regarding Financial Support from International Partners: Ukraine received two loans from the World Bank – USD 450 million for the SURGE program for smart fiscal management and USD 283 million to support entrepreneurship. Both loans have a grace period until 2034.
In the Social Protection Sphere: The mechanism for confirming veteran status through the Unified Register of War Veterans for pension payments has been improved. The status of war veteran support specialists has been clarified, expanding their employment opportunities in municipal institutions.

On the Accounting Price of Banking Metals

This is a daily notification from the National Bank of Ukraine establishing accounting prices for banking metals as of 07.02.2025. The document sets accounting prices for four types of banking metals: gold, silver, platinum, and palladium, expressed in hryvnias per troy ounce. Specifically, the price of gold is set at 118,849.74 UAH, silver at 1,328.41 UAH, platinum at 41,099.70 UAH, and palladium at 41,019.62 UAH. It is important to note that the established prices are reference prices and do not create obligations for the NBU to buy or sell banking metals at the indicated prices. Such quotations are used by banks for accounting of banking metal operations and normative calculations.

On the Official Exchange Rate of Hryvnia to Foreign Currencies

This is a daily notification from the National Bank of Ukraine establishing the official exchange rate of hryvnia to 35 foreign currencies as of 07.02.2025. The document contains a table with currency rates, where for each currency its digital and literal code, number of units, full name, and official rate relative to hryvnia are indicated. Among the main currencies: US dollar – 41.4897 UAH, euro – 42.9792 UAH, pound sterling – 51.3228 UAH. Key provisions:

On the Decision of the National Security and Defense Council of Ukraine dated February 4, 2025 “On Further Implementation of Support Programs for Ukrainians Based on Guaranteeing the State’s Economic Stability and Strengthening Measures to Cleanse the Financial System of Ukraine”

ON CHANGES IN THE COMPOSITION OF THE NATIONAL SECURITY AND DEFENSE COUNCIL OF UKRAINE

The decree introduces changes to the composition of the National Security and Defense Council of Ukraine by including a new member – Philipp Yevhenovych Pronin, Head of the State Financial Monitoring Service of Ukraine.
