On the Continuation of Martial Law in Ukraine Pursuant to Article 106, paragraph 22 of the Constitution of Ukraine, taking into account the proposal of the National Security and Defense Council of Ukraine, and in order to ensure the state’s defense capability, repel armed aggression, and create conditions for the preservation of the sovereignty and territorial integrity of Ukraine, I hereby DECREE: 1. To extend the martial law in Ukraine from 05:30 on October 15, 2023, for a period of 90 days. 2. The Cabinet of Ministers of Ukraine, local state administrations, and local self-government bodies shall take necessary measures to ensure the implementation of martial law regime. 3. Decree Extending Martial Law in Ukraine for 90 Days

The Decree continues the martial law in Ukraine for 90 days from 05:30 on February 8, 2025, in connection with the ongoing large-scale armed aggression of the Russian Federation against Ukraine. The decision was made based on the proposal of the National Security and Defense Council in accordance with the Constitution of Ukraine and the Law of Ukraine “On the Legal Regime of Martial Law”. The Decree consists of three points: the first establishes the term of martial law extension, the second instructs the Ministry of Foreign Affairs to notify international institutions about the continuation of martial law and the corresponding restrictions on rights, and the third determines the procedure for the Decree’s entry into force. Key provisions of the Decree:

– extension term: 90 days from 05:30 on February 8, 2025;
– all restrictions on rights and freedoms provided by previous decrees on the introduction and extension of martial law remain in effect;
– the Decree enters into force after its approval by the Verkhovna Rada of Ukraine by a corresponding law.
