• Submitted for ratification the Framework Agreement between Ukraine and the United Kingdom on credit support for the defense sector, signed on July 19, 2024, in London.
• Signed an agreement between Ukraine and Spain on cooperation in teaching the Spanish language in 9 Ukrainian schools. The agreement provides for the creation of bilingual sections, methodological support, and teacher training.
• Modified the procedure for interviewing asylum seekers – the grounds for providing an interpreter are now determined in accordance with the Law “On the Use of the English Language in Ukraine”.
• Eliminated the possibility of using the Russian language in documentation for vehicle design approval – all documentation must be submitted and processed exclusively in the state language.
• Approved the Regulations on the Social Web Portal of Electronic Services of the Ministry of Social Policy (soc.gov.ua). The portal provides round-the-clock free access to social services with the ability to submit electronic applications.
• Established new hygienic water quality standards for bathing with 4 quality categories (excellent, good, sufficient, poor). Mandatory water sampling of at least 16 samples during 4 bathing seasons is provided.
• Changed the procedure for removing drivers from driving when suspected of intoxication – now the process must be recorded on video or conducted in the presence of two witnesses.
• Ukraine will receive a grant of 10 million dollars from the World Bank to strengthen the government’s capacity for recovery planning. The project includes 6 components and will last until the end of 2028.
• Established a mechanism for information interaction between the State Financial Monitoring Service and the State Treasury for exchanging data on payment transactions to combat money laundering.

ON ACCOUNTING PRICE OF BANKING METALS
This is a daily notification by the National Bank of Ukraine establishing accounting prices for banking metals (gold, silver, platinum, and palladium) as of 02/03/2025. The notification structure includes a table with metal codes (numeric and literal), measurement unit (troy ounce), and accounting price for each metal in hryvnias. It is important to note that these prices are reference and do not create obligations for the NBU to buy or sell metals at the specified prices.

ON THE OFFICIAL EXCHANGE RATE OF HRYVNIA TO FOREIGN CURRENCIES
This is a daily notification by the National Bank of Ukraine establishing the official exchange rate of hryvnia to 35 foreign currencies as of 02/03/2025. The document contains a table of exchange rates, where for each currency its numeric and literal code, number of units, full name, and official rate relative to hryvnia are indicated. Among the main currencies: US dollar – 41.7263 UAH, euro – 43.3244 UAH, pound sterling – 51.8303 UAH.
It is important to note that these rates are used for accounting purposes, for NBU operations with the State Treasury Service of Ukraine, and in other cases specified by law. The NBU does not undertake obligations to buy and sell these currencies at these rates.
ON SUBMISSION FOR RATIFICATION BY THE VERKHOVNA RADA OF UKRAINE OF THE FRAMEWORK AGREEMENT BETWEEN THE GOVERNMENT OF UKRAINE AND THE GOVERNMENT OF THE UNITED KINGDOM OF GREAT BRITAIN AND NORTHERN IRELAND ON OFFICIAL CREDIT SUPPORT FOR DEVELOPING UKRAINE’S DEFENSE CAPABILITIES
The order concerns submission for ratification by the Verkhovna Rada of Ukraine of an international agreement between Ukraine and Great Britain on credit support for the defense sector. Structurally, the document is a brief administrative act containing only one provision on submitting the Framework Agreement for ratification. The agreement was signed on July 19, 2024, in London.
The key point is that this document is the first stage in the procedure of giving legal force to an international agreement that provides Ukraine with credit support from Great Britain for developing defense capabilities. The Decree establishes the assignment of lifelong state personal scholarships to three Ukrainian citizens who experienced persecution for human rights activities. Administrative International Agreement between the Ministry of Education and Science of Ukraine and the Ministry of Education, Professional Training and Sports of the Kingdom of Spain on Cooperation in General Secondary Education
The Agreement regulates cooperation between Ukraine and Spain in teaching the Spanish language in Ukrainian general secondary education institutions. The document aims to support and develop the study of Spanish language and culture in Ukrainian schools, as well as ensure high teaching standards.
Structurally, the agreement consists of 8 articles and an appendix. The main provisions concern: the subject of the contract, obligations of the parties, creation of bilingual sections, monitoring of agreement implementation, ensuring teaching quality, dispute resolution, and final provisions. The appendix lists 9 Ukrainian general secondary education institutions where Spanish is taught.
Key practical provisions of the agreement:
– Guaranteeing enrollment of students in designated schools with Spanish language instruction, regardless of place of residence
– Providing methodological and educational support by the Spanish side, including teacher training and educational materials

Decree on Awarding Taras Shevchenko Scholarships to Secondary School Students
The Decree establishes a list of general secondary education students who are awarded Taras Shevchenko scholarships for the 2023/2024 academic year for exceptional achievements in studying Ukrainian language and literature.
Structurally, the decree consists of a preamble referencing base decrees on honoring Taras Shevchenko’s memory and scholarship award procedures, and a main section listing 10 scholarship recipients with their respective grades.Scholarship and Educational Institution. The key provisions are: awarding scholarships to students in grades 8-11 from various regions of Ukraine; covering different types of educational institutions – lyceums, humanitarian and legal lyceums, scientific lyceums; geographical representation of scholarship recipients from different regions of Ukraine (Cherkasy, Chernihiv, Ivano-Frankivsk, Kharkiv, Poltava, Rivne, Volyn, Mykolaiv regions).
On the Dismissal of R. Mashovets from the Position of Deputy Head of the President’s Office of Ukraine

On Amending the Rules for Reviewing Applications and Preparing Documents Necessary for Resolving the Issue of Recognizing a Person as a Refugee or a Person in Need of Additional Protection, Loss and Deprivation of Refugee Status and Additional Protection, and Cancellation of the Decision to Recognize a Person as a Refugee or a Person in Need of Additional Protection
The order amends the procedure for conducting interviews with persons applying for refugee status or a person in need of additional protection in Ukraine. Structurally, the order contains only one substantive amendment – it changes the wording in Appendix 6 to the Rules regarding the conditions for providing an interpreter during an interview. Instead of being tied to proficiency in Ukrainian or Russian, the grounds for providing an interpreter are now determined in accordance with part 3 of Article 8 of the Law of Ukraine “On the Use of the English Language in Ukraine”. The key point is that this change brings the procedure for reviewing refugee applications in line with the new language legislation, particularly regarding the use of the English language. This is important for ensuring proper communication with asylum seekers in Ukraine and respecting their rights to a fair review of their applications.
