– A process-based approach has been introduced in central executive bodies – ministries must optimize at least 3 processes annually, and agencies and services – at least 2 processes. Special units are being created to analyze and optimize processes.
– The staff of the Ministry of Social Policy has been increased from 294 to 325 employees by reducing the staff of territorial Pension Fund bodies.
– Payment conditions have been changed in the Investment Attraction Office and Entrepreneurship Development Office – a 50% supplement for replacing absent employees and automatic salary indexation have been introduced.
Healthcare
– The system for searching medical workers has been improved – private clinics have gained access to the Unified Web Vacancy Portal, and the functions of portal administrators have been delineated.
– The medical institution accreditation system has been changed – instead of a registry, a list of accredited institutions has been introduced, and electronic document submission is now allowed.
– Ukraine will receive a loan of $249 million from the IBRD for healthcare system reform, including optimization of medical guarantees program and hospital network.
Social Sphere
– A joint project with UNICEF has been launched for small grants (up to $60,000) to provide social services to families with children in 11 regions of Ukraine.
– Rules for micro-grants for personal business have been changed – the list of permitted activities has been expanded and conditions for job creation have been clarified.

On the Official Exchange Rate of Hryvnia to Foreign Currencies
This is a daily notification by the National Bank of Ukraine establishing the official exchange rate of hryvnia to 35 foreign currencies as of 22.01.2025. The document contains a table of currency rates, where for each currency its numeric and literal code, number of units, full name, and official rate relative to hryvnia are indicated. Among the main currencies: US Dollar – 42.1661 UAH, Euro – 43.6419 UAH, British Pound – 51.6134 UAH.
Key features: rates are used for accounting purposes, for NBU operations with the State Treasury Service of Ukraine, and in other cases specified by law. The NBU does not undertake obligations to buy and sell currencies at the indicated rates.

Some Issues of Implementing Process Approach in Central Executive Authorities
CMU Resolution No. 50 dated 17.01.2025 establishes the procedure for implementing a process approach in central executive authorities through analysis and optimization of work processes. The document aims to improve the efficiency, effectiveness, and quality of state bodies’ work.

The resolution amends the maximum number of employees of central executive bodies, specifically increasing the staff of the Ministry of Social Policy and reducing the number of employees of the territorial bodies of the Pension Fund of Ukraine. Structurally, the resolution consists of two points of changes: the first concerns increasing the staff of the central apparatus of the Ministry of Social Policy from 294 to 325 employees, the second – reducing the number of employees of the territorial bodies of the Pension Fund from 24,098 to 24,067 persons while maintaining the unchanged central apparatus of 302 persons. On Renaming of Certain Geographical Objects
The resolution concerns the renaming of geographical objects in accordance with the Law of Ukraine “On Condemning and Prohibiting the Propaganda of Russian Imperial Policy in Ukraine and Decolonization of Toponymy”. The document contains a list of geographical objects in all regions of Ukraine and the Autonomous Republic of Crimea subject to renaming. For each object, its registration number, old and new names, type of object, and location are specified. On Amendments to Resolutions of the Cabinet of Ministers of Ukraine dated October 28, 2022 No. 1218 and November 22, 2022 No. 1310
The resolution introduces technical changes to two resolutions of the Cabinet of Ministers regulating the norms of production losses and output of ethyl alcohol and alcoholic beverages.
