ORDER On Approval of the Instruction for Preparation of Local Budget Requests The purpose of this Instruction is to establish a uniform procedure for preparing budget requests for local budgets, which shall be developed by budget managers in accordance with the Budget Code of Ukraine, other legislative acts, and methodological recommendations of the Ministry of Finance of Ukraine. The Instruction defines the procedure for: 1. Forming budget requests by budget managers 2. Preparing and submitting budget requests to relevant financial bodies 3. Analyzing and evaluating budget requests by financial bodies Budget requests shall be prepared based on: – Strategic plans of budget managers – Approved budget programs – Actual budget performance indicators – Projected budget indicators for the next budget periods – Proposals for budget allocations Budget managers must ensure: – Compliance with budget legislation – Realistic and substantiated budget requests – Efficient use of budget funds – Alignment with strategic development goals – Transparency of budget planning process The Instruction establishes detailed requirements for the structure, content, and submission of budget requests by local budget managers.
