On Amendments to the Procedure for Submitting Applications for Compensation of Losses, Damages, or Harm Caused by the Aggression of the Russian Federation against Ukraine, to the Register of Damages Inflicted by the Aggression of the Russian Federation against Ukraine, through the Means of the Unified State Web Portal of Electronic Services

Resolution determines the mechanism for submitting damage compensation claims through the Diia portal to the international Registry of Damages caused by the Russian Federation’s aggression against Ukraine. This is an updated version of the procedure approved in March 2024. The document is structurally composed of general provisions and four main sections regulating claim submissions by categories: damage/destruction of housing, forced displacement, death of a close family member, disappearance of a close family member. Key provisions of the procedure:

• The applicant can only be a Ukrainian citizen with full civil legal capacity
• Claims are submitted through the Diia Portal with electronic signature
• A separate application is submitted for each category of damages
• Information is automatically verified through state registries
• A detailed list of required data and documents for each damage category is established
• Provision is made for filing claims on behalf of minor/underage children
