Review of Ukrainian legislation for 17/11/2024

The Verkhovna Rada extended the special conditions for admission to higher education institutions that were in effect in 2022-2024 to the year 2025. For admission, applicants will be able to use entrance examination results from 2022-2025. The mandatory subjects for entrance examinations in 2025 will be Ukrainian language, mathematics, history of Ukraine, and one subject of the applicant’s choice.

Law on Amendments to Certain Laws of Ukraine Regarding State Final Attestation and the 2025 Admission Campaign

The Law introduces changes to the rules for conducting the admission campaign and state final attestation in 2025. It continues the special conditions for admission to higher education institutions that were in effect in 2022-2024 for the year 2025. Structurally, the law consists of two sections and amends three laws of Ukraine: ‘On Higher Education’, ‘On Professional Pre-Higher Education’, and ‘On Complete General Secondary Education’. The main changes relate to extending the terms of special admission conditions for 2025. Key provisions of the law:

– The list of mandatory subjects for entrance examinations in 2025 is defined: Ukrainian language, mathematics, history of Ukraine, and one elective subject;

– It is established that entrance examination results from 2022-2025 can be used for admission;

– Financing of the admission campaign is provided through the budget program ‘Conducting External Evaluation and Monitoring of Education Quality’.
