The President established the Novovasylivka Settlement Military Administration in the Melitopol District of Zaporizhzhia Oblast. The military administration will replace the local self-government body for the period of martial law. The General Staff of the Armed Forces of Ukraine and the Zaporizhzhia Regional State Administration shall ensure the commencement of its work.
Review of each of legal acts published today:On the Accounting Price of Banking Metals
This is a daily notification from the National Bank of Ukraine establishing accounting prices for banking metals as of 08.11.2024. The document sets accounting prices for four types of banking metals per troy ounce: gold (XAU) – 110,552.75 UAH, silver (XAG) – 1,294.83 UAH, platinum (XPT) – 40,682.68 UAH, palladium (XPD) – 42,880.49 UAH. It is important to note that the established prices are accounting prices and do not create obligations for the NBU to buy or sell banking metals at these prices. These prices are used by banks for accounting of banking metal operations and normative calculations.
On the Official Exchange Rate of Hryvnia to Foreign Currencies
This is a daily notification from the National Bank of Ukraine establishing the official exchange rate of hryvnia to 35 foreign currencies as of 08.11.2024. The document contains a table with currency rates, where for each currency its digital and literal code, number of units, full name, and official rate relative to hryvnia are indicated. Among the main currencies: US dollar – 41.3589 UAH, euro – 44.5642 UAH, pound sterling – 53.5722 UAH. A key note is that these rates are intended for accounting purposes, NBU operations with the State Treasury Service of Ukraine, and other cases defined by legislation. The NBU does not undertake obligations to buy or sell currencies at these rates.
On Recognition of Prymachenko I.O. as Elected People’s Deputy of Ukraine in Extraordinary Elections on July 21, 2019, in the Nationwide Multi-Mandate Electoral District
The CEC resolution concerns recognizing Prymachenko I.O. as a People’s Deputy of Ukraine instead of the deceased People’s Deputy Makarov O.A. from the ‘HOLOS’ party. This decision is made in connection with the early termination of the previous deputy’s powers due to death. Structurally, the resolution consists of a preamble with legal grounds, a motivational part, and a resolution part with three points. The document is based on provisions of the Constitution of Ukraine, the Electoral Code, and the Law “On Elections of People’s Deputies of Ukraine” regarding the replacement of early-departed deputies. Key provisions of the resolution:
– The basis for replacement is the death of the current deputy
– The new deputy is determined by the order in the party’s electoral list
– The decision must be made no later than 6 days from receiving documents on termination of powers
– The resolution is subject to publication in official publications ‘Holos Ukrainy’ and ‘Uriadovyi Kurier’
On the Establishment of a Military Administration
By decree, the Novovasylivka Settlement Military Administration is created in the Melitopol District of Zaporizhzhia Oblast in accordance with the Law of Ukraine “On the Legal Regime of Martial Law”. Structurally, the decree consists of three points: on the establishment of the administration, instructions to relevant bodies regarding the implementation of the decision, and entry into force. The key provision is the creation of a new military administration at the level of a settlement territorial community, which involves replacing the corresponding local self-government body with a military administration for the period of martial law. The General Staff of the Armed Forces and the Zaporizhzhia Regional State Administration must carry out all necessary organizational measures to begin the work of this administration.
