Accounting Prices for Bank Metals (NBU)
The National Bank of Ukraine has established accounting prices for bank metals (gold, silver, platinum, palladium) for April 10, 2026. These prices are indicative and used for accounting and financial analysis. It is important to note that the NBU is not obliged to buy or sell these metals at the specified prices.
Official Exchange Rate of Hryvnia to Foreign Currencies (NBU)
The National Bank of Ukraine has determined the official exchange rate of hryvnia to foreign currencies and SDRs for April 10, 2026. These rates are used for accounting and NBU operations with the State Treasury Service. The NBU is not obliged to buy or sell currencies at these rates.
Resolution of the Verkhovna Rada of Ukraine on the Temporary Investigation Commission (TIC)
The Verkhovna Rada of Ukraine has established a Temporary Investigation Commission to investigate possible illegal actions of officials that may have harmed the economic security of Ukraine, as well as to collect information on international aid. The TIC consists of 15 People’s Deputies and must report on its activities no later than six months after its establishment. The main task of the commission is to ensure transparency and accountability in the use of state resources and international aid.
Resolution of the Verkhovna Rada of Ukraine on Draft Law No. 13204-1 (Organic Production)
The Verkhovna Rada of Ukraine has returned Draft Law No. 13204-1 on state regulation of organic production, circulation and labeling of organic products for revision to the Committee on Agrarian and Land Policy. This is a procedural decision indicating the need to amend the draft law before re-consideration.
Resolution of the Verkhovna Rada of Ukraine on Appeal Regarding Nuclear Safety
The Verkhovna Rada of Ukraine adopted an appeal to international organizations and governments of foreign states to strengthen nuclear safety in connection with the 40th anniversary of the Chernobyl disaster and Russian aggression against Ukraine. The appeal focuses on the threats posed by the seizure of the Chernobyl and Zaporizhzhia NPPs and calls for the development of mechanisms to protect nuclear facilities, the withdrawal of Russian troops from the ZNPP, increased pressure on Russia, and support for the IAEA’s activities in Ukraine.
Decree of the President of Ukraine on the Appointment of the Deputy Head of the State Administration of Affairs
The President of Ukraine has appointed Vasyl Tytarchuk as Deputy Head of the State Administration of Affairs. The appointment is temporary and will last until a competition is held for this position after the termination of martial law, but not longer than twelve months after its completion.
Order of the President of Ukraine on the Delegation for Negotiations with the EIB
The President of Ukraine has created a delegation for negotiations with the European Investment Bank (EIB) on an investment grant for the projects “Transport Connection in Ukraine – Phase II” and “Transport Connection in Ukraine – Improvement of Transport Interchanges – Phase III”. The Vice Prime Minister for Reconstruction of Ukraine is authorized to sign the agreement with the EIB.
Resolution of the Verkhovna Rada of Ukraine on Draft Law No. 14271 (Renewable Energy Sources)
The Verkhovna Rada of Ukraine has sent Draft Law No. 14271, which concerns the implementation of EU legislation in the field of renewable energy sources, for repeated first reading. This means that the draft law needs to be finalized before being put to a vote in the first reading.
Adoption as a basis of the draft law on the automatic exchange of information on income
A draft law has been adopted as a basis, which amends the Tax Code of Ukraine and other legislative acts in order to implement the international automatic exchange of information on income received through digital platforms and their taxation. The draft law needs to be finalized taking into account proposals and amendments.
Resolution on state support for employers during martial law (“Support Point”)
State support for employers during martial law has been introduced through the “Support Point” program, which is provided in cases of employee downtime or suspension of employment contracts due to property damage as a result of hostilities. Employers must confirm the fact of property damage, have no arrears in wages and taxes, and plan to resume operations. The amount of assistance cannot exceed twice the minimum wage. Employees who are idle and receive assistance may be involved in socially useful works.
Amendments to the Procedure for Holding a Competition for the Construction of Generating Capacity
Amendments have been made to the procedure for holding competitions for the construction of generating capacity and demand management measures in the electricity sector, adapting the procedures to the current conditions. Participation in the competition is prohibited for entities associated with the aggressor state. The formula for calculating the maximum price of electricity has been changed. The requirements for guaranteeing participation and fulfillment of obligations have been clarified.
Order of the Cabinet of Ministers of Ukraine on the Plan of Priority Actions of the Government for 2026
The Cabinet of Ministers of Ukraine has approved the Plan of Priority Actions of the Government for 2026, which defines the main areas of work of the government for the year and contains a list of draft laws necessary for the implementation of the defined goals. Ministries and other central executive bodies are obliged to implement the plan, bring their own plans into compliance, accompany draft laws in the Verkhovna Rada and submit reports.
Law on Improving the Preparation of Citizens for National Resistance
Amendments have been made to a number of legislative acts of Ukraine in order to improve the system of preparing citizens for national resistance. The procedure for creating and operating training centers is defined, issues of training students are regulated, and the powers of local self-government bodies and state administrations in the field of national resistance are expanded.
