Good day! Now I will briefly tell you about the changes made to the orders of the Cabinet of Ministers of Ukraine.
1. **Essence of changes:**
This act amends two previous orders of the Cabinet of Ministers of Ukraine, expanding the scope of their application from joint-stock companies of the fuel and energy complex to a wider range of business entities of the state sector of the economy, including the defense industry. The act also envisages the involvement of international audit firms in the analysis of the activities of these enterprises and strengthening control over the use of state resources.
2. **Structure and main provisions:**
The act amends order No. 1223 of November 13, 2025, changing the name and expanding the scope to “certain business entities of the state sector of the economy.” Also, the State Audit Service is instructed to prioritize control over the use of state resources by these entities, especially in the fuel and energy and defense-industrial complexes. Changes are also being made to order No. 1258 of November 17, 2025, expanding the scope of the action plan for updating supervisory boards and executive bodies to “certain business entities.” Additionally, the plan provides for the renewal of the supervisory boards of JSC “Ukrainian Defense Industry” and other enterprises of the defense-industrial complex.
3. **The most important provisions:**
The most important provisions are the expansion of control to enterprises of the defense-industrial complex, in particular JSC “NNEGC “Energoatom” and SE “Defense Procurement Agency”, as well as strengthening the requirements for transparency and efficiency of the use of state funds. The involvement of international audit firms in the analysis of the activities of these enterprises is also important, as it may increase the objectivity of the assessment.
