    On the Redistribution of Certain State Budget Expenditures Envisaged for the Ministry of Veterans Affairs for 2025

    Order of the Cabinet of Ministers of Ukraine No. 1046-r dated September 25, 2025, concerns the redistribution of state budget expenditures provided to the Ministry for Veterans Affairs for 2025. In fact, the government decided to redirect funds from one program to others, namely: to reduce funding for subventions to local budgets to support veterans and increase funding for measures to support veterans and the activities of enterprises, institutions, and organizations of the Ministry for Veterans Affairs.

    The structure of the order consists of two points. The first point defines the redistribution of expenditures between three budget programs of the Ministry for Veterans Affairs. There is a decrease in funding for the program “Subvention from the state budget to local budgets for ensuring the activities of specialists in accompanying war veterans and demobilized persons and separate measures to support persons who defended the independence, sovereignty, and territorial integrity of Ukraine” and an increase in funding for the programs “Measures to support and assist war veterans, members of their families, and members of the families of the deceased” and “Ensuring the activities of enterprises, institutions, and organizations of the Ministry for Veterans Affairs.” The second point assigns the Ministry of Finance the obligation to make appropriate changes to the state budget schedule.

    The most important provision of this order is the specific amounts of redistribution of funds between different veteran support programs. This may affect the amount and types of assistance that veterans will be able to receive in 2025.
