Changes Regarding Military Compensation

The position of the General Inspector of the Ministry of Defense has been equated in terms of monetary compensation to the commander of a branch of the Armed Forces.

Subventions for Medical Infrastructure

1.66 billion UAH in subventions have been allocated to local budgets for the construction and reconstruction of medical facilities. Funds are being directed to rehabilitation corps for veterans, infectious disease departments, and the development of psychiatric care.

Building Accessibility Assessment

A unified system for assessing the accessibility of buildings for people with disabilities has been introduced. Assessment will be conducted annually from June 1 to August 31. Results will be public and displayed on maps.

Nutrition of Military Personnel in Medical Facilities

A new mechanism for calculating expenses for improved nutrition of military personnel during treatment has been established. A formula for calculating the monthly payment amount and maximum expenditure limits per bed-day has been introduced.

Reorganization of Educational Inspection

Two new interregional departments of the State Education Quality Service have been created – Southern and South-Eastern, by merging existing regional departments.

Telemedicine Implementation

Opportunities for providing medical assistance through telemedicine have been expanded, including primary, palliative, and emergency care. Medical facilities are obliged to inform patients about the availability of telemedicine services.

On the Accounting Price of Banking Metals

This is a daily notification by the National Bank of Ukraine on establishing accounting prices for banking metals (gold, silver, platinum, and palladium).

The document structure is simple – a table indicating metal codes (numeric and literal), measurement unit (troy ounce), and accounting price in hryvnias for each metal as of 21.03.2025.

Key provisions:
1. Prices are set for 4 banking metals: gold (126,318.29 UAH), silver (1,388.89 UAH), platinum (41,237.75 UAH), and palladium (39,584.83 UAH) per troy ounce.
2. Important caveat – the NBU does not undertake obligations to buy or sell metals at the specified prices.
3. These prices are reference and used by banks for accounting of banking metal operations, calculating standards, and statistical reporting.

On the Official Exchange Rate of Hryvnia to Foreign Currencies

This is an official notification by the National Bank of Ukraine on establishing exchange rates of foreign currencies in relation to the hryvnia as of 21.03.2025.

The document structure is a table with official exchange rates for 35 foreign currencies. For each currency, its numeric and literal code, number of units, full name, and rate relative to the hryvnia are indicated.

Key provisions:
– Basic USD rate is set at 41.5410 UAH
– Euro rate is 45.0014 UAH

On Amending the Appendix to the Cabinet of Ministers of Ukraine Resolution of October 19, 2016 No. 718

The essence of the resolution is to amend monetary provision for military personnel, specifically by supplementing the list of positions entitled to corresponding monetary provision with the position of General Inspector of the Ministry of Defense. In fact, the General Inspector of the Ministry of Defense is equated in monetary provision level to the Commander of a type of Armed Forces.

Structurally, the resolution is simple and contains only one amendment to the appendix of the CMU Resolution No. 718 of 19.10.2016 “Issues of Monetary Provision for Certain Categories of Military Personnel and Commanding Staff”. This is a technical change that expands the list of positions.

The key practical significance of the resolution is that it establishes the monetary provision level for the General Inspector of the Ministry of Defense at the level of a Commander of a type of Armed Forces. This is important for determining salary, bonuses, and other payments for this position.

Some Issues of Providing Subvention from the State Budget to Local Budgets for Implementing Public Investment Projects in Healthcare

The total amount of subventions is approximately 1.66 billion UAH and is directed towards construction and reconstruction of medical facilities in various regions of Ukraine.

The document establishes a unified monitoring system for physical environment barrier-free assessment and defines responsible persons and evaluation timeframes.

Document Structure includes:
– Terminology and monitoring subject definitions
– Assessment procedure and frequency (annually from June 1 to August 31)
– Responsibilities of all involved parties
– 6 appendices with assessment forms for various object types

Military Personnel Nutrition Expenses Regulation

The resolution regulates the calculation mechanism and establishes expense limits for improved nutrition of military personnel during medical treatment. A precise calculation formula for monthly payment and clarification of nutrition expense limits per bed-day are introduced.

Structure and Main Provisions:
1. Amends two previous Cabinet of Ministers resolutions
2. Establishes calculation formula: K = Dm x Vm, where K is total monthly expenses, Vm is actual per bed-day expenses, Dm is number of bed-days
3. Clarifies terminology, replacing “payment amount” with “maximum limit”Payments” in all relevant provisions.

Key Provisions for Practical Application:
– Maximum expense limit for 2025 is calculated by the Ministry of Defense
– If actual expenses exceed the established limit, the limit is applied
– Calculation is based on nutrition norm No. 5
– Payment is calculated based on the actual number of bed-days of military personnel’s stay in a medical facility

Certain Issues of Territorial Bodies of the State Service for Quality of Education

This CMU resolution concerns the reorganization of territorial bodies of the State Service for Quality of Education. The main changes involve creating two new interregional administrations by merging existing regional administrations. Specifically, the Southern and South-Eastern Interregional Administrations are being established.

Structurally, the resolution consists of 4 points and an appendix. The first two points define the renaming and reorganization of administrations, the third establishes legal succession, and the fourth approves a new list of territorial bodies. Compared to the 2018 version, the structure of territorial bodies is changing through the merger of some regional administrations.

– The administration in Kherson Oblast is being annexed to the Southern Interregional Administration (former Mykolaiv)

On Approving the Transfer of the Integral Property Complex of the Kryvyi Rih Municipal Clinical Hospital No. 2 of the Kryvyi Rih City Council to State Ownership

Essence of the Act: The order concerns the transfer of Kryvyi Rih Municipal Clinical Hospital No. 2 from municipal ownership to state ownership under the management of the Ministry of Health of Ukraine. The transfer includes the entire property complex of the hospital along with a land plot of 11.8 hectares.

Structure of the Act:
The document has a simple structure and consists of one point, which contains:
– approval of the proposal by the Ministry of Health and Kryvyi Rih City Council
– identification of the transfer object (EDRPOU code and cadastral number of the land plot)
– determination of the new owner and management body

Key Provisions:
1. The transfer is carried out with the consent of two parties – the Ministry of Health and Kryvyi Rih City Council
2. Not only the hospital building is transferred, but the entire property complex, including the land plot
3. The hospital transitions to direct subordination of the Ministry of Health of Ukraine, which may impact its financing and management

On Amending the Composition of the Organizing Committee for Preparation and Holding of the Conference on Ukraine’s Reconstruction (URC 2025) in the Italian Republic

This is a technical order on including a new officialPersons to the Organizational Committee for Preparing an International Conference.

The document introduces a single amendment to the previous order No. 885 dated 17.09.2024 – adds the Prime Minister of Ukraine – Minister of National Unity Oleksii Chernyshov as a member of the Organizational Committee for preparing the Ukraine Reconstruction Conference (URC 2025), which will take place in Italy.

Regarding the Transfer of Certain Budget Allocations Provided to the Ministry for Reintegration of Temporarily Occupied Territories in 2025:

The document regulates the transfer of budget allocations from the Ministry of Reintegration to the Ministry of Community Development for financing programs of providing preferential mortgage loans to internally displaced persons. The total amount of transferred allocations is 215.667 million UAH for issuing loans and provides for the return of 104.5 million UAH of previously issued loans.

The order consists of two points: the first defines the amounts and programs being transferred, the second instructs the Ministry of Finance to make corresponding changes to the budget schedule.
