Essence of Changes:
The resolution amends the regulation of drug prices and specifics of public procurement during martial law. The main changes concern the expansion of the list of medications and medical devices that can be purchased through a simplified procedure, as well as clarification of the procedure for considering medical technology assessment conclusions.
Structure and Main Provisions:
1. Changes to Resolution No. 333 (2009) on state regulation of drug prices – the procedure for considering conclusions of the authorized body for medical technology assessment has been clarified.
2. Changes to Resolution No. 1178 (2022) – the list of medications and medical devices for simplified procurement has been significantly expanded, including:
– new drugs for treating cardiovascular diseases
– antiviral medications
– psychiatric and neurological drugs
– medical devices for surgery and intensive care
– equipment for hemodialysis and peritoneal dialysis
Key Implementation Provisions:
1. Procurements initiated before the changes take effect will be completed under the previous procedure
2. Most changes take effect from the day of publication
3. Item 2 of the changes (regarding list expansion) takes effect from April 1, 2025
4. A conclusion about the inexpediency of purchasing drugs for a specific indication is mandatory to consider
