The essence of the order is to amend the procedure for paying rewards to SBU servicemembers during martial law. The key change is expanding the geography of payments by adding the wording “on the territory of the aggressor state” to existing payment provisions. Terminological clarifications have also been made, specifically replacing the word “enemy” with “aggressor state”.
Structurally, the order amends two sections of the previous Payment Procedure from 05.09.2023:
– Section I – general provisions regarding payment conditions
– Section II – specific conditions and payment procedures
Changes also affected military formation terminology – “grouping of troops (forces and means at all levels)” instead of “operational-strategic troop groupings”.
The most important provisions for practical application:
1. The order takes effect from the day of official publication, but applies from 25.08.2024
2. Territorial boundaries for receiving rewards have been expanded – now including the territory of the aggressor state
3. Terminology regarding the definition of the enemy as an “aggressor state” has been unified
4. Wording about military formations has been updated for more precise definition of organizational structure
