Methodology for Determining Losses of Defense-Industrial Complex Enterprises
The methodology defines the procedure for assessing losses of defense-industrial complex enterprises caused by Russian aggression. It covers the evaluation of losses from destruction/damage to property and lost profits due to the inability to conduct economic activities.
Structurally, the methodology consists of two sections: basic provisions and organizational principles of loss assessment. It regulates the assessment of losses for immovable and movable property, special-purpose equipment, inventory, technical documentation, and other assets of defense-industrial complex enterprises.
Key features of the methodology:
– Assessment is conducted by independent appraisers based on a contract
– Results are documented in the form of a loss assessment report
– Calculations are made in US dollars with subsequent conversion to hryvnia
– For state-owned property, report review by the State Property Fund is mandatory
– The methodology takes into account the specifics of defense enterprises, including work with restricted access information
