This is an international grant agreement providing Ukraine with a grant of USD 10 million from the International Bank for Reconstruction and Development to strengthen the government’s capacity to plan and finance recovery and reconstruction. The grant is provided within the framework of the Multi-Donor Trust Fund supporting Ukraine. The project consists of 6 main components:
1. Public Investment Management for Reconstruction
2. Urban Planning at the Local Level
3. Local Self-Government Budget Management
4. Integrity and Compliance in Revenue Administration
5. Public Procurement Management
6. Project Management and Operational Support
Key provisions of the agreement:
– The Ministry of Finance is responsible for implementation, supported by partner executors (Ministry of Economy, Ministry of Development, State Tax Service)
– A Steering Committee and Project Implementation Group will be established
– Funds can be used for goods, services, operational expenses, and training
– Use of funds for defense and military purposes is prohibited
– Implementation period is until December 31, 2028
