Legislative Changes Digest:
On the Register of Agricultural Notes:
Starting from January 1, 2025, a prohibition will be introduced on using an agricultural note simultaneously with agricultural receipts for the same collateral subject. The Register will operate through the “Trembita” system and will be financed from the state budget. New requirements for personal data protection have been established.
On Administrative Proceedings:
Administrative proceedings and public services terms have been suspended due to restricted access to the Ministry of Justice registries. Term resumption will occur on the first working day after publication of a notice on the ministry’s website.
On Housing for Veterans:
401 million UAH have been redistributed to provide housing for war veterans and internally displaced veterans. Of this amount, 276.4 million UAH is allocated for families of fallen soldiers and persons with I-II disability group, and 124.8 million UAH for internally displaced veterans.
On Bank Operations during New Year Holidays:
Electronic payment system will operate around the clock. On December 31, 2024, and January 1, 2025, payments to/from the State Treasury will not be accepted. Banks must ensure uninterrupted ATM operations during holiday periods.
On Bank Stability Assessment:
In 2025, a special procedure for assessing bank asset quality will be introduced, considering martial law conditions. Assessment will be conducted in 2-3 stages with verification of collateral property valuation through the State Property Fund.
On Combating Corruption in International Relations:
Payments resembling bribes to foreign officials are prohibited from being included in tax expenses. Requirements for documentary confirmation of expenses in international operations have been strengthened. Grounds for criminal liability of legal entities for corruption offenses have been expanded.

On Changes in the Composition of the Presidential Fund for Supporting Education, Science and Sports
The decree introduces changes to the personal composition of the Presidential Fund for Supporting Education, Science and Sports. New members have been added to the Fund’s Council, including the Minister of Youth and Sports of Ukraine, the Minister of Education and Science of Ukraine, and other officials.
Structurally, the decree consists of two points, where the first contains three sub-points: introduction of new members, confirmation of existing members, and removal of certain persons from the Council. The second point determines the moment of the decree’s entry into force.
Key changes include:
– Appointment of Tuliakova I.S. (head of the Coordination Center for Family Upbringing and Child Care) as the Council Chair
– Introduction of new ministers from relevant ministries to the Council
– Removal of previous heads of these departments from the Council
– Inclusion of representatives from educational and sports spheres, including representatives from the Ukrainian Catholic University and sports organizations
