Draft Law on Acceptance of the Draft Law of Ukraine on Criminal Liability for International Crimes The Verkhovna Rada of Ukraine resolves: 1. To adopt as a basis the draft Law of Ukraine “On Criminal Liability for International Crimes” (registration No. 9438 of 20 September 2023), submitted by the President of Ukraine. 2. To instruct the Legal Policy Committee of the Verkhovna Rada of Ukraine to prepare this draft law for consideration at the second reading, taking into account the proposals and comments made during its discussion. 3. This Resolution shall enter into force on the day of its adoption.

The Verkhovna Rada of Ukraine has adopted draft law No. 11538 on criminal liability for international crimes as a basis. This draft law is aimed at regulating issues of criminal liability for international crimes and their implementation into national legislation.

Structurally, the resolution consists of two points: the first is about adopting the draft law as a basis, and the second is to instruct the relevant committee to finalize the draft law for the second reading, taking into account amendments and proposals.

The key point is that this draft law provides for amendments to the Criminal Code of Ukraine to establish responsibility for international crimes in accordance with Ukraine’s international obligations and universally recognized principles of international law. This is an important step towards harmonizing national criminal legislation with international standards.
