This Regulation amends the EU rules on shipments of electrical and electronic waste to align them with changes made to the Basel Convention. The changes introduce new classifications for hazardous and non-hazardous electronic waste and modify the procedures for their transboundary movement. The amendments will become effective from January 1, 2025.The Regulation’s structure consists of two main articles and an annex. Article 1 introduces amendments to the existing Regulation (EC) No 1013/2006, while Article 2 sets out implementation dates and transitional provisions. The Annex provides detailed technical amendments to three main annexes (III, IV, and V) of the original regulation.Key provisions include:
- Introduction of new entry A1181 for hazardous electronic waste and Y49 for non-hazardous electronic waste
- Requirement for prior written notification and consent for exports to OECD countries
- Prohibition of exports of electronic waste to non-OECD countries
- Transitional provisions allowing existing consents to remain valid until January 1, 2026
- Permission for notifiers to update their notifications until February 1, 2025
- Special provisions for waste shipped within the EU under entries GC010 and GC020
