Changes Regarding Military Personnel Nutrition
A mechanism for compensating expenses for improved nutrition of military personnel during treatment and rehabilitation in medical facilities of all forms of ownership has been introduced starting from May 19, 2024. Compensation is calculated as the product of the number of bed-days multiplied by the actual daily expenses, with the Ministry of Defense setting the maximum compensation amount.
Electronic Veteran ID
An electronic veteran ID has been introduced, which is automatically generated through the Unified State Web Portal of Electronic Services and has the same legal force as a paper document. The e-ID contains a QR code and may include a digitized image of the owner’s face. A person can receive only one e-ID, even if they are eligible for multiple statuses.
Monetary Allowance for Captured Military Personnel
A procedure for paying monetary allowance to military personnel in captivity has been established. A servicemember can pre-determine the recipients of their monetary allowance. In the absence of such an order, family members receive 50% of the allowance, and other specified relatives receive 20%. The law does not apply to those who voluntarily surrendered or deserted.

On the Accounting Price of Banking Metals
This is a daily notification by the National Bank of Ukraine establishing accounting prices for banking metals as of 19.11.2024. The document sets accounting prices for four types of banking metals per troy ounce: gold (XAU) – 107,349.53 UAH, silver (XAG) – 1,274.93 UAH, platinum (XPT) – 39,638.03 UAH, palladium (XPD) – 40,288.81 UAH. It is important to note that these prices are reference and do not create obligations for the NBU to buy or sell banking metals at these prices. Such quotations are used by banks and financial institutions for accounting of banking metal operations and calculating the value of banking metals in hryvnia equivalent.
On the Official Exchange Rate of Hryvnia to Foreign Currencies
This is a daily notification by the National Bank of Ukraine establishing the official exchange rate of hryvnia to 35 foreign currencies as of 19.11.2024. The document contains a table with currency rates, where for each currency its digital and literal code, number of units, full name, and official rate relative to hryvnia are specified. Among the main currencies: US dollar – 41.3715 UAH, euro – 43.6345 UAH, pound sterling – 52.2398 UAH. It is important to note that these rates are used for accounting purposes, for NBU operations with the State Treasury Service of Ukraine, and in other cases specified by law. The NBU does not undertake obligations to buy and sell these currencies at these rates.
On Amendments to the Procedure and Conditions of Providing Subvention from the State Budget to Local Budgets for Design, Restoration, Construction, Modernization, Arrangement, Repair of Public, Social, Cultural Heritage, Housing and Communal Facilities, and Other Objects Affecting Population Life
