    On Amendments to the Rules of Professional Ethics and Integrity of a Serviceman of the Security Service of Ukraine

    This order amends the Rules of Professional Ethics and Integrity for SBU Servicemen, establishing the duty of personnel to counteract discrimination and gender-based violence. The document is aimed at implementing new government standards for the prevention of sexual harassment in the professional environment. The amendments establish clear ethical frameworks for conduct, which now explicitly prohibit any manifestations of gender-based violence while performing official duties.

    Structurally, the order consists of three items that introduce targeted adjustments to Section II of the current 2023 Rules of Ethics. The primary change consists in expanding the list of a serviceman’s duties: an imperative requirement to prevent discrimination and sexual harassment, as well as a prohibition against committing such acts during the performance of official activities, have now been added. Compared to the previous version, the order strengthens disciplinary and ethical accountability for gender-based offenses.

    The most important provisions for practical application are:
    1. The duty of a serviceman to actively prevent and counteract discrimination and gender-based violence (supplement to Item 8).
    2. An explicit prohibition on committing sexual harassment and gender-related violence while performing official tasks (new wording of Item 10).
    These norms create a legal basis for holding individuals accountable for violations of ethical standards in the sphere of gender equality within the SBU.
