The Decision of the National Security and Defense Council of Ukraine of April 27, 2026, enacted by the Decree of the President of Ukraine, concerns the application of personal special economic and other restrictive measures (sanctions) against individuals and legal entities. This decision supports the proposals of the Security Service of Ukraine regarding the imposition of sanctions.
The structure of the decision includes four main points: supporting the proposals of the SBU, applying sanctions to individuals and legal entities in accordance with the appendices, ensuring the implementation and monitoring of sanctions by the Cabinet of Ministers of Ukraine and the SBU together with the NBU and the Commission on State Awards and Heraldry, as well as informing international partners by the Ministry of Foreign Affairs of Ukraine about the application of sanctions and initiating similar measures on their part. Appendices 1 and 2 contain lists of individuals and legal entities to whom sanctions are applied.
The most important provision of this decision is the direct application of sanctions to the persons specified in the appendices, as well as assigning the obligation to government bodies to implement and monitor the effectiveness of these sanctions. In addition, it is important to inform international partners in order to introduce similar restrictive measures at the international level.
