Review of Ukrainian legislation for 11/2024

In the “eMalyatko” service, a new option for paid document delivery through Civil Registration Offices has been introduced instead of the usual postal delivery at the applicant’s expense.

New terms for returning low-quality food products have been established: 24 hours for refrigerated products, 3 days for products with a short shelf life, and 14 days for other products. Sellers are obligated to refund money on the day of appeal or within a week.

The disability determination system has been reformed – instead of the Medical and Social Expert Commission (MSEC), expert assessment teams are being created. An electronic system and the possibility of remote assessment through telemedicine are being implemented.

The agricultural strategy until 2030 provides for the creation of a payment agency for distributing state support and the development of the State Agrarian Register. A transition to the European model of farmer support administration is planned.

Special units for monitoring human rights compliance are being created in the police. All actions with detainees are now mandatorily recorded in the Custody Records system.

Changes have been made to tax legislation during martial law: the military levy has been increased to 5%, advance payments for profit tax have been introduced for fuel sellers, and for banks, the profit tax rate in 2024 will be 50%.
