According to the new regulations, conscripts from regional centers must appear within seven days after receiving the summons, while those from other settlements must do so within ten days. This reduction in deadlines aims to expedite the mobilization processes and ensure effective staffing of the Armed Forces during a special period.

On Amending Paragraph 34 of the Procedure for Drafting Citizens for Military Service During Mobilization in Special Periods
The Cabinet of Ministers of Ukraine adopted Resolution No. 1134 on October 1, 2024, which introduces an amendment to Paragraph 34 of the Procedure for Drafting Citizens for Military Service During Mobilization in Special Periods.
The essence of the amendment lies in adjusting the deadlines for draftees to report to military commissariats after receiving a summons. Previously, the specified paragraph stated that the date of arrival for the draftee “is determined no earlier than the fourteenth day” after the summons was delivered. This meant that draftees were given at least 14 days to appear.
According to the new version, the deadlines have been shortened and differentiated depending on the place of residence of the draftee:
– Draftees from settlements that are administrative centers of regions (i.e., from regional centers) must arrive within seven days from the moment of receiving the summons.
– Draftees from other settlements must arrive within ten days after receiving the summons.
Thus, the government has shortened the arrival deadlines for draftees, establishing more concise terms for residents of regional centers compared to those from other settlements. This change aims to expedite the mobilization processes and ensure a more efficient staffing of the Armed Forces during special periods.[:]
