Key changes relate to the mechanism of advance payment for defense contracts and the procedure for using these funds through treasury accounts.<\/p>\n<p>Structure and Main Provisions:<br \/>\n1. A new advance payment mechanism is established &#8211; up to 70% of the contract value for a period of up to 24 months.<br \/>\n2. The procedure for coordinating the amount and terms of advance payment with the Ministry of Defense is defined.<br \/>\n3. A mechanism for monitoring the use of funds through treasury accounts is introduced.<br \/>\n4.
