The document supplements Section IV of the Procedure with a new paragraph 7, which regulates the procedure for transferring convicted persons to other institutions in cases where the Complaint Review Commission has established a fact of inadequate detention conditions. Such transfer requires a substantiated conclusion from the leadership and verification materials.
