The Resolution approves two key procedures for the formation and storage of state reserves – material and mobilization.<\/p>\n

The first procedure defines the mechanism for forming state reserves and moving material assets. Key provisions:<\/p>\n

\u2022 The State Agency for Reserve Management is responsible for forming the material reserve
\n\u2022 Ministries and other authorities form the mobilization reserve
\n\u2022 Clear requirements are established for the quality of material assets and documentation
\n\u2022 A mechanism is defined for moving reserves in case of threat of loss or damage<\/p>\n

The second procedure regulates the selection of responsible custodians and reservists. Main requirements:<\/p>\n

\u2022 At least 5 years of work experience
\n\u2022 Availability of appropriate storage infrastructure
\n\u2022 No tax arrears
\n\u2022 Prohibition of participation by companies with Russian capital and offshore companies
\n\u2022 Special requirements for fuel storage, including protection from missile attacks<\/p>\n
