This Decree puts into effect the decision of the National Security and Defense Council of Ukraine regarding the application of personal special economic and other restrictive measures (sanctions). The document is an instrument for the implementation of the state sanctions policy aimed at limiting the rights and interests of designated persons. Control over its execution is entrusted to the Secretary of the National Security and Defense Council, and the Decree itself enters into force from the moment of its official publication.<\/p>\n
The structure of the act consists of three points: putting the decision of the National Security and Defense Council into effect, designating the official responsible for oversight, and establishing the effective date. The core content is contained in the appendix to the Decree, which details the list of persons to whom sanctions are applied and the types of such restrictions. Compared to previous acts, this document updates the sanctions lists in accordance with the current assessment of threats to national security.<\/p>\n
The most important provisions for practical application are the list of specific persons (natural and legal) against whom restrictions are imposed, as well as the types of sanctions defined by the Law of Ukraine “On Sanctions.” It is important to consider that the implementation of these measures is mandatory for all public authorities, enterprises, institutions, and organizations operating on the territory of Ukraine, as the Decree has direct effect and is subject to immediate execution upon publication.<\/p>\n
