The document establishes a unified electronic system for recording market operators engaged in the collection, processing, storage, or other use of such products. It ensures the transparency of state control and the automation of registration processes, replacing the outdated standards of 2010.

### Structure and Main Provisions
The Order consists of a regulatory part and the Procedure itself, which includes:
* **General Provisions:** definitions of terms and objectives of the Register.
* **Organization of Maintenance:** distribution of functions between the State Service of Ukraine on Food Safety and Consumer Protection (the holder) and the technical administrator.
* **Technical Aspects:** requirements for electronic interaction (the “Trembita” system), data protection, and 24/7 operation.
* **Population Procedure:** a clear list of information to be entered into the Register and rules for assigning unique registration numbers.
* **Annex:** a detailed list of activities (from biogas production to pharmaceutical activities) that are subject to registration.

Compared to the previous version (Order No. 517), the new Procedure fully transitions record-keeping to a digital format, introduces a risk-based approach to control, and ensures integration with other state registers.

### Key Provisions for Practical Use
1. **Unique Identification:** Each facility receives a registration number according to a clear structure (region code, district code, and serial number), which allows for easy identification of the object in the system.
2. **Free of Charge and Accessibility:** Registration services and access to public information from the Register are free of charge. Information is published on the website of the State Service of Ukraine on Food Safety and Consumer Protection in the form of open data.
3. **Automation:** The Register ensures automatic recording of actions and electronic interaction, which minimizes paper document flow and the human factor.
4. **Notification:** The administrator is obliged to inform market operators about any requests regarding their data or changes in the Register within 10 working days.
5. **Risk-based Approach:** Register data is used to determine the frequency of planned inspections, which is critically important for business planning.

Full text by link

This Order approves the new Procedure for maintaining the State Register of Facilities handling animal by-products (ABP).
