The document brings national standards into compliance with modern requirements for the classification of chemical products, in particular, the Technical Regulation approved by the Cabinet of Ministers of Ukraine Resolution No. 539. The main purpose of the amendments is to unify terminology, clarify criteria for the hazard of substances, and optimize the reporting process of business entities to the State Emergency Service of Ukraine.<\/p>\n<p>### Structure and Main Amendments<br \/>\nThe Resolution updates key provisions of the Procedure for Identification of HHO, in particular:<br \/>\n*   **Terminology:** The concept of &#8220;source of hazard&#8221; is introduced instead of the concept of &#8220;production unit,&#8221; which covers a broader spectrum of equipment and structures.<br \/>\n*   **Classification:** Approaches to the classification of hazardous substances have been completely revised (sections &#8220;H&#8221; \u2014 health, &#8220;P&#8221; \u2014 physical hazard, &#8220;E&#8221; \u2014 environment, &#8220;O&#8221; \u2014 other), replacing obsolete categories with hazard classes in accordance with the new Technical Regulation.<br \/>\n*   **Procedural Simplifications:** A threshold has been established (2% of the minimum threshold quantity) below which identification is not conducted, and the mechanism for removing objects from the Register has been detailed.<br \/>\n*   **Documentation:** Requirements for the calculation and explanatory note have been updated, which must now contain detailed data on the physicochemical properties of substances and the conditions of their operation.<\/p>\n<p>### Important Provisions for Practical Application<br \/>\n1.  **Consideration in Construction:** The results of identification are now mandatorily taken into account by design organizations when determining the consequence (responsibility) class of buildings and structures.<br \/>\n2.  **Technical Documentation:** Business entities are obliged to attach copies of safety data sheets for chemical products and design documentation (for construction objects) to the calculations.<br \/>\n3.  **Data Storage:** Identification results and calculations must be kept at the enterprise for the entire duration of the object&#8217;s operation.<br \/>\n4.  **Defense Forces:** A separate procedure has been established for providing information for objects belonging to the sphere of management of the defense forces, with the aim of recording them in the Register without disclosing sensitive data.<br \/>\n5.  **Exclusion from the Register:** An exhaustive list of grounds for excluding an object from the Register (liquidation, change of characteristics, change of owner, etc.) has been clearly defined, which simplifies administrative interaction with the State Emergency Service of Ukraine.<\/p>\n<p><a href=\"https:\/\/zakon.rada.gov.ua\/go\/817-2026-%D0%BF\/ed20260624\"><strong>Full text by link<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>This Resolution of the Cabinet of Ministers of Ukraine No. 817 dated June 24, 2026, introduces systemic amendments to the procedure for identification and registration of high-hazard objects (HHO).
