The document establishes clear criteria, data collection methods, and assessment tools, based on which the Ministry of Veterans Affairs, the Ministry of Health, and the National Health Service of Ukraine (NHSU) will analyze the results of the project. The objective is to ensure high-quality medical care and the rational use of budgetary funds within the framework of this pilot project.

**Structure and Main Provisions:**
The Order consists of a regulatory part and the Methodology itself, which includes:
* Definition of the subject and objects of monitoring (medical and financial indicators).
* List of assessment criteria (timeliness, justification, dynamics of patients’ conditions, financial rationality, etc.).
* Data collection methods: surveys, interviews, analysis of eHealth (ESOZ) data, and monitoring visits.
* Tools: questionnaires, surveys, and checklists.
* Reporting: quarterly monitoring frequency and the form of the summary report are established.
As this is a new regulatory act, it has no previous versions and acts as a support instrument for the experimental project approved by Resolution of the Cabinet of Ministers of Ukraine No. 1365.

**Key Provisions:**
1. **Frequency:** Monitoring is conducted quarterly, which allows for prompt adjustment of the project implementation process.
2. **Data Sources:** Combining subjective assessments (surveys of patients/representatives) with objective eHealth (ESOZ) data is essential, ensuring a comprehensive analysis.
3. **Collegiality:** The assessment is conducted jointly by three key authorities (Ministry of Veterans Affairs, Ministry of Health, NHSU), which guarantees interdepartmental control.
4. **Term of Validity:** The Order has a limited term of validity — until December 31, 2026, which corresponds to the duration of the experimental project itself.

Full text by link

This Order approves the Methodology that defines the mechanism for monitoring the effectiveness of the experimental project on the provision of long-term medical care services for veterans and persons who defended Ukraine.
