Essence of the document**<br \/>\nThis resolution updates the Licensing Conditions for Conducting Medical Practice, adapting them to modern professional standards in the healthcare sector. The document introduces new qualification requirements for medical personnel, clarifies the procedure for providing specialized medical care, and establishes an obligation for institutions to ensure priority service for war veterans. The changes are aimed at streamlining personnel records and improving the quality of medical services provided.<\/p>\n<p>**2. Structure and main changes**<br \/>\nThe resolution makes comprehensive changes to the current Licensing Conditions (Resolution No. 285). The main structural changes include:<br \/>\n*   **Transition to professional standards:** Instead of the outdated &#8220;uniform qualification requirements,&#8221; a priority of professional standards approved by the Cabinet of Ministers or qualification characteristics of the Ministry of Health has been introduced.<br \/>\n*   **Updating terminology:** The classification of medical professional positions has been changed (replacing the term &#8220;junior specialists with medical education&#8221; with &#8220;specialists in the field of healthcare&#8221;).<br \/>\n*   **Optimization of licensing procedures:** A number of outdated clauses (25, 26, 26-1, 27, 31) have been excluded, which simplifies license administration.<br \/>\n*   **Updating annexes:** All document forms for licensing have been brought into compliance with the new nomenclature of specialties.<\/p>\n<p>**3. Important provisions for practice**<br \/>\n*   **(Military aspect):** Clause 13-1 obliges licensees to ensure care and priority service for war veterans, and family members of deceased Defenders of Ukraine. This is a mandatory licensing requirement.<br \/>\n*   **Substitution therapy:** It is clearly stipulated that opioid agonist maintenance treatment for persons with opioid use disorders is carried out exclusively in accordance with the procedure approved by the Ministry of Health.<br \/>\n*   **Personnel requirements:** The licensee is obliged to conclude employment contracts with the declared specialists within one month after receiving the license.
