Essence of the draft law

This draft law is aimed at updating the system of state awards of Ukraine by establishing a new decoration — the Order of Europe. The main objective of the initiative is to honor individuals who have made a significant contribution to supporting the strategic course of our state toward acquiring full membership in the European Union. Furthermore, the new award aims to recognize efforts directed at strengthening Ukraine’s resilience in defending its independence and security, as well as developing democratic relations between nations. In effect, the draft adds a new category to the list of orders enshrined in Article 7 of the Law of Ukraine “On State Awards of Ukraine.”

2. Structure and main provisions

Structurally, the draft is extremely concise and provides for only one targeted amendment to Article 7 of the current law. While previously the Order of Prince Yaroslav the Wise immediately followed the Order of Freedom in the list of state awards, this list is now supplemented with the “Order of Europe.”
Regarding the definition of grounds for conferral, the new provision clearly delineates the scope of persons and their field of activity. Specifically, the award is intended for:

outstanding personal merits in supporting the European integration course of Ukraine;

assistance in strengthening defense capabilities and security;

promotion of international cooperation in the interests of democracy, peace, and good neighborliness.

This is a significant change, as until now, there was no separate decoration in the system of orders that focused specifically on the foreign policy vector of European integration.

3. Importance for key groups

These changes are significant for several segments of society:

For legislators and the state: This is an instrument of diplomatic and political recognition. The existence of such a state award allows the state to officially honor not only Ukrainians but also foreign partners, politicians, or public figures who systematically support Ukraine on its path to the EU.

For business and the expert community: The establishment of the order underscores the priority of the European integration agenda. It serves as a signal to the international community that contributions to the stability of Ukraine and its alignment with European standards are strategically important for the state.

For citizens: Although the order is aimed at recognizing high-level achievements, for ordinary citizens, it becomes a symbol of the consistency of Ukraine’s strategic course. It is worth noting that the award, unlike some others, does not have a clear division into classes, at least in the text of this draft law, which distinguishes it within the hierarchy of awards.

Analysis of the explanatory note:

Greetings. As a lawyer, I have analyzed the submitted document and am prepared to provide a professional assessment of this draft law.

1. Essence of the draft law

The draft law proposes to supplement the list of state awards of Ukraine with a new type — the Order of Europe. This decoration is created to officially honor individuals who have made a significant contribution to Ukraine’s European integration course and the strengthening of international security.

2. Reasons and necessity for adoption

In the opinion of the document’s author, establishing such an award is a logical step in the context of the strategic course toward EU membership and the opening of negotiations under the “Fundamentals” cluster. The author emphasizes that during the years of Russian aggression, Ukraine has received unprecedented support, and the introduction of this award will serve as an instrument to recognize both Ukrainians and our foreign partners who systematically facilitate Ukraine’s approximation to European democratic standards.

3. Main consequences of adoption

Analyzing the consequences for key groups, the following should be highlighted:

For the state and diplomacy: The establishment of the order creates a new, powerful “soft power” instrument. This will allow for the recognition of foreign politicians, diplomats, and public figures at a high state level, which will stimulate further support for Ukraine’s European integration.

For legislators and the legal field: Since the awards system in Ukraine is the exclusive competence of the law, this draft brings the legislation into compliance with the requirements of Article 92 of the Constitution of Ukraine.

For the budget: The explanatory note states that no additional expenditures are required, as funding will be provided within the limits of existing budget programs for the production of state awards. This means the burden on the budget will be merely operational.

For citizens: The introduction of this award is a symbolic marker of the final break with the Soviet award heritage and the consolidation of European identity in the Ukrainian awards system.

Therefore, from a legal point of view, this draft is a technically simple addition to the awards system, which carries more political and image-related significance for the international arena.

Analysis of other documents:

Analysis of documents regarding the introduction of the state award “Order of Europe”

1. The author’s position on the draft law
The author of the document, the President of Ukraine, fully supports the implementation of this legislative initiative, defining it as urgent for priority consideration by the Verkhovna Rada. By submitting the relevant draft resolution and designating its urgency, the President demonstrates political will regarding the institutional consolidation of the European vector of the state’s development at the level of the state awards system.
2. Key provisions and their significance
From a legal and political point of view, this document has several critically important aspects:

Change in the awards system: The draft law proposes to supplement Article 7 of the Law “On State Awards of Ukraine,” which defines the list of state awards, with a new item — the “Order of Europe.” This is not just a technical change; it is the creation of a new instrument of state policy.

Criteria for conferral: The grounds defined by law for presenting the order — support for the strategic course toward EU membership and the strengthening of Ukraine’s security — clearly articulate the country’s foreign policy priorities. It is a signal to the international community and partners that merits in the sphere of European integration and assistance to Ukraine will be recognized at the highest state level.

Review procedure: The fact that the draft law is submitted as urgent indicates a high degree of government readiness for prompt decision-making. For business, the diplomatic corps, and citizens, this means the rapid formation of a new hierarchy of decorations that can be received by both citizens of Ukraine and foreigners for a significant contribution to strengthening our resilience.

Legal clarity: The draft resolution provides for the technical renumbering of the paragraphs of Article 7 of the Law, which ensures the internal consistency of the legislation and the absence of conflicts within the awards system.

Thus, we have before us an instrument of “soft power,” which will allow Ukraine to formalize gratitude to those who have contributed most to our path to the European family.

Full text by link

Analysis of the draft law: 1.
