### Structure and Key Changes
\nThe Law introduces systemic amendments to the Civil Protection Code of Ukraine and the Law of Ukraine “On the National Police.”
\n* **Key changes:** Instead of fragmented regulations, a unified approach to the formation of monetary support is introduced, consisting of a base salary, rank-based salary, seniority allowance, bonuses, and other payments.
\n* **Innovation:** A “lower threshold” for monetary support has been established, which cannot be less than 10 times the subsistence minimum for able-bodied persons (as of January 1 of the respective year).
\n* **Replacement of provisions:** In the Law “On the National Police,” Article 94 is excluded and replaced by an expanded Article 94-1, which provides detailed regulations for payment conditions, including special cases (captivity, hostages, internment).<\/p>\n
### Key Provisions for Implementation
\n1. **Minimum Threshold:** For rank-and-file and senior personnel of civil protection and police officers (excluding cadets), a mandatory minimum monetary support level of 10 subsistence minimums has been established. This creates a reliable financial foundation for the personnel.
\n2. **Social Guarantees:** The mechanism for paying monetary support to the families of police officers who have been taken captive, become hostages, been interned, or gone missing has been clearly defined. Payments are maintained until the moment of release or until the person is declared dead or missing.
\n3. **Indexing:** The Law expressly provides for the mandatory indexation of monetary support in accordance with the law, which protects the real income level of employees from inflationary processes.
\n4. **Entry into Force:** It is important to note that the provisions of this Law shall enter into force on **January 1, 2027**, which provides the government with time to bring subordinate legislation into compliance with the new requirements.<\/p>\n
