### Structure and Main Provisions

\n* **Distribution of Powers:** The Ministry of Education and Science is the main manager of funds, while the direct selection of institutions and the distribution of the subvention among budgets are assigned to regional and Kyiv city military administrations.

### Key Provisions for Implementation
\nFor the practical application of this act, attention should be paid to the following aspects:
\n1. **Targeted Purpose:** Funds may be spent only on equipment (generators, energy storage systems, distribution systems, etc.), its delivery, installation, and commissioning. It is strictly prohibited to spend the subvention on the payment of utility services, fuel, or salaries.
\n2. **Prohibition of Duplication:** Financing of measures for which funds have already been allocated from other sources (donor, local, or state) is not permitted, unless it constitutes an expansion of capacities.
\n3. **Warranty Obligations:** Procurement terms must provide for the availability of service support within the territory of Ukraine and the possibility of future equipment modernization.
\n4. **Redistribution Mechanism:** If a community fails to conduct procurement in a timely manner or does not confirm co-financing, the funds may be redistributed to other objects that meet the criteria to ensure the subvention is utilized before the onset of cold weather.<\/p>\n
