The first point defines the technical parameters of the reallocation: a reduction in development expenditures under the &#8220;Educational Subvention&#8221; program and a corresponding increase in funding for the &#8220;Personnel Training by Professional Pre-Higher Education Institutions&#8221; program. The second point establishes the designated purpose of these funds: 217.7 million UAH are directed to public utilities, and 200 million UAH to the procurement and installation of equipment for the heating season. The third point imposes on the Ministry of Finance the duty to make the corresponding changes to the state budget schedule.
