The document defines the procedure for publishing summaries of such research, the timeframes for submitting proposals by the public, and the procedure for their consideration by the Ministry of Economy. The purpose of this act is to ensure the transparency of the authorization system in the sphere of GMOs and to engage the public in the discussion of potential risks or benefits of such tests.<\/p>\n<p>**Structure and Main Provisions:**<br \/>\nThe Resolution consists of two paragraphs of the normative part and an approved Procedure containing 12 clauses. The Procedure regulates:<br \/>\n*   The role of the Ministry of Economy as the lead organizer of the consultations.<br \/>\n*   Requirements for the information notice to be published on the Ministry\u2019s website.<br \/>\n*   Timeframes for conducting consultations (at least 15 working days) and requirements for the preparation of proposals by natural and legal persons.<br \/>\n*   The procedure for analyzing received comments and the mandatory publication of a final report within 20 working days after the conclusion of the consultations.<br \/>\n*   Requirements for the retention of consultation materials (at least 5 years).<\/p>\n<p>This act is a subordinate regulatory act that details the provisions of Law No. 3339-IX; it does not amend previous versions but enters into force simultaneously with the basic sectoral law.<\/p>\n<p>**Key Provisions for Practical Use:**<br \/>\n1.  **Mandatory Summary:** An economic entity planning GMO testing in an open system is required to provide a concise description (summary) for public discussion as part of the permitting document package.<br \/>\n2.  **Format of Participation:** Consultations are conducted exclusively in electronic form via the official website of the Ministry of Economy.<br \/>\n3.  **Eligibility Criteria:** The organizer shall not consider anonymous proposals, proposals containing obscene language, or those that do not pertain to the substance of the tests.<br \/>\n4.  **Reporting:** The result of the consultations is a public report in which the Ministry must justify why certain proposals were accepted and why others were rejected.
