This Order of the Cabinet of Ministers of Ukraine No. 297-r dated April 1, 2026, is aimed at updating the list of critical infrastructure facilities in the fuel and energy sector that require protection. The document adjusts the list of facilities where construction, repair, and engineering-technical measures are to be carried out, and clarifies the scope of budget funding for these purposes. In effect, the Government is updating the energy facility protection plan by setting forth the relevant list in a new version.<\/p>\n
Structurally, the Order is a regulatory act that amends the previous Order No. 185 dated March 1, 2024. The main part of the document contains references to previous versions and indicates that the updated list of facilities and financial indicators has been approved in a new version. An important feature is that the full text of the updated list is classified as “for official use,” which restricts public access to specific locations and funding amounts.<\/p>\n
The most important provision for implementation is the fact that the scope of budget funding and the list of facilities subject to protection have been changed. This means that for budget fund administrators and contractors, the data contained in the new version approved by this Order is the relevant information. Since the document has restricted access, the entities involved in the implementation of these measures must be guided by the updated information obtained in the manner prescribed by law for handling documents of the appropriate security classification.<\/p>\n
