As a lawyer with many years of experience, I have analyzed the recently published acts. Here is a brief digest of the main legislative changes:<\/p>\n<h3>International Law and Security<\/h3>\n<ul>\n<li><strong>Termination of international treaties with Belarus and Bulgaria:<\/strong> The Ministry of Justice has released a schedule for the denunciation of seven agreements with Belarus (transport, energy, ecology, border) and one with Bulgaria. Most agreements with Belarus will expire by the end of 2026, with some in 2027 and 2031, effectively terminating special cooperation regimes.<\/li>\n<li><strong>MFA from the European Union:<\/strong> A Memorandum has been concluded on providing Ukraine with 8.35 billion euros under the Ukraine Facility mechanism. The main condition is the implementation of structural reforms, in particular, the continuation of the military levy, tax reform for sole proprietorships (FOP), updating the Customs Code, and strengthening anti-corruption oversight.<\/li>\n<\/ul>\n<h3>Defense and Law Enforcement<\/h3>\n<ul>\n<li><strong>Payments to border guards:<\/strong> The Ministry of Internal Affairs has updated the rules for one-time mandatory payments (OGD) to the families of the deceased. An institute of &#8220;personal disposition&#8221; by a serviceman regarding the distribution of payments has been introduced; however, protection for minor children and incapacitated parents (mandatory share) has been established. Payments are strictly prohibited to persons associated with the RF\/RB or those convicted of high treason\/collaborationism.<\/li>\n<li><strong>Expansion of social guarantees for the NGU:<\/strong> National Guard personnel have received a new remuneration \u2013 3% of their base salary for each combat duty at the border (capped at 20% of the salary per month). The conditions for payments for parachute jumps have also been clarified: now, only planned jumps within annual quotas are paid.<\/li>\n<li><strong>Protection of children in criminal proceedings:<\/strong> An order of the Ministry of Internal Affairs has approved a special algorithm for the interaction of police units in cases where children are victims or suspects. Mandatory specialization for investigators and the involvement of psychologists have been introduced, minimizing the trauma to the child during investigative actions.<\/li>\n<\/ul>\n<h3>Social Protection and Education<\/h3>\n<ul>\n<li><strong>Support for veterans:<\/strong> State programs for the education of veterans and their families have been expanded. Now, a second master&#8217;s or academic degree can be obtained at the state&#8217;s expense, or a grant of up to 10 subsistence minimums can be obtained for business courses. A digital system for veteran support has been implemented.<\/li>\n<li><strong>Councils on IDP issues:<\/strong> In communities where the share of internally displaced persons (IDPs) exceeds 3% of the population, the creation of IDP Councils has become mandatory. Local authorities are now obliged to consider the recommendations of these Councils rather than ignoring them.<\/li>\n<li><strong>Vocational education reform:<\/strong> A unified Methodology for calculating the cost of professional training has been approved. Financing is now tied to specific professions and real labor market needs, rather than &#8220;budget-based&#8221; maintenance of the institution.<\/li>\n<\/ul>\n<h3>Finance and Economy<\/h3>\n<ul>\n<li><strong>Public investments:<\/strong> The Ministry of Economy has received expanded powers regarding the planning and monitoring of public investment projects. The concept of &#8220;public investments&#8221; has been introduced instead of &#8220;state investments,&#8221; which involves stricter project selection through a Unified Information System.<\/li>\n<li><strong>Disclosure of information by company executives:<\/strong> The National Securities and Stock Market Commission has updated the rules for reporting by issuer managers on stock transactions. The obligation to report arises only upon reaching the amount of 200,000 UAH per year.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Greetings.
