The proposed amendments integrate the issues of the formation of national consciousness, defense consciousness, and national resistance into the key areas of state-building, humanitarian development, and foreign relations. The document legally establishes the duty of the state to care for the formation of national-patriotic values both within the country and among foreign Ukrainians. This step aligns the general framework of state policy with the current specialized legislation in the field of national security and civic identity.<\/p>\n<h3>Structure of the Draft Law and Key Changes<\/h3>\n<p>Structurally, the draft law provides for targeted but conceptual amendments to three articles of the Law of Ukraine &#8220;On the Principles of Domestic and Foreign Policy&#8221;:<\/p>\n<ul>\n<li><strong>Amendments to Article 3 (Principles of Policy in the Sphere of State-Building):<\/strong><br \/>\n<br \/><em>Was:<\/em> The main principles are the comprehensive development and protection of the state language, the preservation of cultural heritage, and the restoration and preservation of national memory.<br \/>\n        <br \/><em>To be:<\/em> A new element is directly added to this list \u2014 <strong>&#8220;consolidation of Ukrainian national and civic identity&#8221;<\/strong>.\n    <\/li>\n<li><strong>Amendments to Article 10 (Principles of Domestic Policy in the Humanitarian Sphere):<\/strong><br \/>\n<br \/><em>Was:<\/em> The list of principles in the humanitarian sphere did not contain a comprehensive formulation regarding the cultivation of defense consciousness.<br \/>\n        <br \/><em>To be:<\/em> The Article is supplemented by n&#8230; provision, which defines as a principle <strong>promoting the assertion of Ukrainian national and civic identity, defense consciousness, and civic resilience, as well as readiness for national resistance<\/strong>. The implementation tools have also been defined: conducting activities for national-patriotic, military-patriotic education, and civic education.\n    <\/li>\n<li><strong>Amendments to Article 11 (Principles of Foreign Policy):<\/strong><br \/>\n<br \/><em>Was:<\/em> The State declared the creation of conditions for satisfying the national-cultural and linguistic needs of Ukrainians abroad.<br \/>\n        <br \/><em>Will be:<\/em> In addition to satisfying cultural and linguistic needs, the task of foreign policy is now defined as <strong>\u201cthe formation and preservation of the Ukrainian national and civic identity\u201d<\/strong> of Ukrainians residing outside the state.\n    <\/li>\n<\/ul>\n<h3>Key Provisions: What Is Important for Different Audiences<\/h3>\n<p>To understand the practical significance of these innovations, it is worth considering them through the prism of the interests of key stakeholders:<\/p>\n<h4>1. For legislators and experts in the field of public administration<\/h4>\n<p>The draft law establishes the primary high-level regulatory framework. This creates legal grounds for developing new and adjusting existing state targeted programs, strategies, and regulatory legal acts of the Cabinet of Ministers of Ukraine. For the expert community, this means the emergence of clear legislative criteria by which the effectiveness of the activities of the Ministry of Youth and Sports, the Ministry of Culture and Strategic Communications, and the Ministry of Education and Science of Ukraine will be assessed.<\/p>\n<h4>2.
