Its primary purpose is to enable ship operators, declarants, and data service providers to automatically connect their digital systems with the maritime national single windows of EU Member States. By introducing a “dynamic discovery” mechanism based on the EU’s established eDelivery standards, the regulation eliminates the need for manual configuration of digital connection details. This digital infrastructure ensures secure, automated, and standardized system-to-system data exchange across European ports.

—

### Structure of the Act, Main Provisions, and Changes

The regulation is structured into three main articles and a detailed technical Annex:

* **Article 1 (Definitions):** Establishes key technical terms, including *dynamic discovery*, *eDelivery*, *central locator node*, *publisher node*, and *common addressing service*, aligning them with existing maritime single window legislation.
* **Article 2 (Specifications):** Directs authorities and users to the Annex, which contains the binding functional, technical, and quality control specifications.
* **Article 3 (Entry into Force):** Dictates that the regulation enters into force on the twentieth day following its publication in the Official Journal of the European Union.
* **The Annex:** Outlines the architecture of the addressing service, dividing responsibilities between the European Commission (central locator node) and the Member States (publisher nodes), and defines specific functional requirements (C1–C3, D4–D6, E1–E2, and L1–L2).

#### Changes Compared to Previous Versions
Previously, under Commission Implementing Regulation (EU) 2023/2790, connection details between data senders and the Reporting Interface Modules (RIM) of Maritime National Single Windows had to be manually configured and updated. This manual process was prone to errors, administratively burdensome, and inflexible when connection details changed. The 2026 regulation replaces this manual setup with an automated, decentralized system utilizing a central locator node and national publisher nodes, allowing for real-time, automatic updates of endpoints and security certificates.

—

### Main Provisions for Practical Use

For journalists and industry stakeholders tracking maritime digitalization, the most critical elements of this regulation are:

1. **Dynamic Discovery (The “Phonebook” System):** Instead of manually entering IP addresses and security keys, the system-to-system connection is established automatically. Senders use the common addressing service to instantly retrieve the latest connection details of a national maritime single window.
2. **The Central Locator Node (SML):** Operated and maintained centrally by the European Commission, this node acts as a master directory. It manages the registry of national publisher nodes in the public Domain Name System (DNS).
3. **National Publisher Nodes (SMP):** To prevent a single point of failure and ensure resilience, each Member State hosts its own publisher node. These nodes store the actual technical addresses (endpoints) and public encryption certificates of the national single windows.
4. **Strict Security Protocols:** To protect sensitive maritime trade data, the central locator node only permits communication with publisher nodes that present valid mutual Transport Layer Security (mTLS) certificates issued by recognized public certificate authorities.
5. **Optional Sender Registry:** Member States are given the flexibility to store the connection details of the data senders (declarants) within their national publisher nodes, bypassing the need to pre-configure sender details manually in their national systems.

—

### : Implications for Ukraine and Ukrainians

While this is an EU regulation directly applicable to EU Member States, it carries **** practical implications for Ukraine’s maritime sector.

As Ukraine continues to integrate with the EU single market and aligns its transport infrastructure with EU standards, Ukrainian shipping companies, maritime logistics operators, and digital data service providers trading with EU ports will utilize this common addressing service. Ukrainian declarants will be able to use the automated “dynamic discovery” mechanism to seamlessly and securely submit mandatory port call data to any EU Member State’s maritime single window. This reduces administrative barriers, lowers transaction costs, and accelerates port clearance procedures for Ukrainian vessels and cargo entering the European Union.

Full text by link

### Essence of the Act Commission Implementing Regulation (EU) 2026/1233 establishes the technical and functional specifications for the “common addressing service” within the European Maritime Single Window environment (EMSWe).
